Companies Announce Contract Manufacturing Arrangement
Philip Morris International (NYSE:PM) announced that, through its non-US affiliates, it has entered into a contract manufacturing arrangement for combustible cigarettes with Philip Morris USA, an operating company of Altria (NYSE:MO). Altria separately confirmed the arrangement, describing it as intended to enhance the efficiency of Philip Morris USA's traditional tobacco product operations.
PMI said the collaboration is expected to Leverage the combustible cigarette manufacturing capabilities and expertise of both organizations while the company continues to focus on its smoke-free strategy. First shipments under the arrangement are expected to begin early in 2027, subject to operational readiness and applicable regulatory requirements. Both companies said they do not expect a material impact from the arrangement on their 2026 financial results.
PMI Reiterates No US Combustible Commercialization Plans
PMI emphasized that it has not commercialized combustible cigarettes in the United States and has no plans to do so, stating that the manufacturing arrangement will not change that position. Both companies said PMI and Altria will continue to operate independently and maintain responsibility for their own commercialization, distribution, and regulatory activities.
Altria said the arrangement supports its 2028 Enterprise Goals by enhancing operational capabilities, generating economic benefits to support Investment in its broader strategic vision, and strengthening capabilities that could be transferable to its international nicotine efforts.
Companies' Broader Portfolios
PMI describes itself as a global consumer goods company transitioning toward a smoke-free future, with smoke-free products, including heat-not-burn, nicotine pouch, and e-vapor products, available in more than 105 markets and used by an estimated 43 million legal-age consumers as of the end of 2025. The smoke-free Business accounted for approximately 42% of PMI's second-quarter 2026 total net revenues. Since 2008, PMI said it has invested more than USD 16 billion developing and commercializing smoke-free products.
Altria's wholly owned subsidiaries include Philip Morris USA, the most profitable US cigarette manufacturer according to the company, and John Middleton Co., a cigar manufacturer. Its smoke-free portfolio includes U.S. Smokeless Tobacco Company, Helix Innovations, and NJOY, alongside Equity investments in Anheuser-Busch InBev and Cronos Group.
Conclusion
The arrangement represents an operational tie-up between two companies that have been separate since PMI's 2008 Spinoff from Altria, but stops short of any commercial integration, with both firms explicitly preserving independent control over sales, distribution, and regulatory matters. With neither company expecting a material financial impact in 2026 and first shipments not slated until 2027, the deal appears structured as a longer-term efficiency initiative rather than an immediate strategic shift, though it may be worth watching for any expansion of the relationship as both companies continue to navigate the shift toward smoke-free products.
